About the Project

Department of Housing, Government of Maharashtra vide its Government Resolution No. SRA/2003/C. No.-189/SIum-1A dated 4th February 2004 decided to redevelop Dharavi Notified Area by appointment of developers and using land as a resource for rehabilitation of slum dwellers and allowing incentive floor space index (FSI) in the form of tenements for sale in the open market. The said scheme is known as “Dharavi Redevelopment Project”.

The Urban Development Department (UDD) has appointed Slum Rehabilitation Authority, as a “Special Planning Authority” (SPA) for implementation of Dharavi Action Plan for Dharavi area, vide its Notification No. TPB 4304/322/Pr.Kra. 56/04/UD-11 dated 9th March, 2005

Department of Housing, Government of Maharashtra vide its Government Resolution No. JhoPuYo/2007/Pr. Kr.-54/Jhopasu-1A dated 11th September 2007 decided to declare Dharavi Redevelopment Project as a Vital Public Purpose Project.

DPR/SRA had appointed NGO Mashal survey, who had carried out GIS based biometric and socio-economic survey in 2007-08. There were approximately, 49,643 slumdwellers (39,208 residential and 10,435 commercial) and 9,522 renewal tenements in chawls (6,981 residential and 2,541 commercial) as per the Mashal Survey.

Government in UDD, sanctioned the Planning Proposal for Dharavi Notified Area on 3rd March 2016.

After two tender attempts in 2008-10 and 2016, Government of Maharashtra decided vide Government Resolution dated 05.11.2018, for Integrated Redevelopment of Dharavi through a Special Purpose Vehicle Company, wherein DRP/SRA will hold 20% equity and 80% equity by the Private Sector (Lead Partner). Also the Project was declared as a Vital Project and many concessions were given.

As one of the major hindrance for Dharavi redevelopment was availability of open land, an MoU was signed with Railway Land Development Authority for handover of about 45 acres of land adjoining Dharavi for the project. As per the MoU and Lease Deed dated 18.10.2022, existing slumdwellers on railway land is to be rehabilitated and exiting railway quarters are to be redeveloped with approximately 84,648.78 sqm of built-up area. Balance land can be used for rehabilitation and redevelopment.

Apart from that approximately 3.5 lakh to 4 lakh people are residing on mezzanine and upper floors in slum structures, who are non-eligible as per the existing laws. Some of these structures are occupied by extended families of ground floor structures or families coming to Mumbai in search of work. As per the Government Resolution dated 28.09.2022, it has been decided that these non-eligible slumdwellers will be accommodated in Affordable Rental Housing, outside existing Dharavi.
