Ans. The Dharavi Redevelopment Project or DRP is a ‘Vital Public Purpose and Special Project’ by the Government of Maharashtra (GoM) that aims to transform Dharavi as an integrated, planned and self-sufficient township for the purpose of rehabilitation of slum dwellers.
Ans. The Dharavi Redevelopment Project or DRP is being implemented by the Dharavi Redevelopment Project / Slum Rehabilitation Authority (DRP/SRA), which is the Special Planning Authority appointed by Government of Maharashtra for the project. The execution of the project will be undertaken by Navbharat Mega Developers Pvt. Ltd. (Formerly DRPPL) where the DRP/SRA is a joint venture partner.
Ans. The ownership of the land in Dharavi Redevelopment Project will remain with the
Government of Maharashtra.
Ans. The Survey is the foundational step towards transforming Dharavi into a modern and
well-planned urban area. The survey is being conducted to gather comprehensive data on the residents and
structures within Dharavi, which is essential for determining who is eligible for rehabilitation and the
type of rehab unit that they will receive.
The DRP/SRA has issued a Public Notice on 11th March 2024 announcing the date of commencement of Survey with a request to all slum dwellers in Dharavi to participate in the Survey. The notice also mentions the process that will be followed by the Surveyors while conducting the survey and the relevant documents that need to be furnished by the slum dwellers. Thus, participation of all slum dwellers in the survey is crucial to ensure that the redevelopment process is transparent and efficient and all slum dwellers get their due entitlement

Ans. The Survey is being conducted under supervision of DRP/SRA and is being executed by Navbharat Mega Developers Pvt. Ltd. The survey is in progress across all sectors of Dharavi.
Ans. The DRP/SRA has already issued a notice for survey in entire Dharavi. The survey process takes place in four stages. In the first stage a recce of the lanes within slums is undertaken. This is followed by giving unique numbers of 15 digits to all structures including upper floor structures. Subsequently laser mapping of the lanes is done through Lidar Survey. And in the final stage, a team of surveyors led by officials from the DRP/SRA and Navbharat Mega Developers Pvt. Ltd. visit each hutment and collect the relevant information and self-attested copies of documents.
Ans. The eligibility of hutments is defined by the Government of Maharashtra’s
Government Resolutions dated 16.05.2015 and 16.05.2018. The on-ground survey conducted by DRP/SRA and
DRPPL is the primary method of determining eligibility and is crucial for decision-making requirements
by the Government.
Indicative list of documents is given below:
For Residential:
- Survey Slip / Photo Pass issued by BMC
- Electricity bill
- Electoral roll or Election Id card
- Property Tax Bill/Receipt issued by BMC
- Non-Agricultural Permission or tax receipt issued by Revenue Dept (GOM)
- Share Certificate issued by a registered slum Co-Op Housing Society
- Aadhar Card.
For Commercial:
- Survey Slip issued by BMC
- Shop & Establishment license (Gumasta)
- Electricity bill (LT2),
- Restaurant License fee receipt
This is an indicative list. Surveyors will advise at the time of survey if any other document is required.
Ans. The eligibility of tenements is determined based on the criteria as mentioned in
the Govt of Maharashtra Government Resolution (GRs) dated 16th May 2015 and 16th May 2018 respectively.
The data that is collected through the survey will be used to determine the eligibility of the hutments
by DRP/SRA.
Ans. The redevelopment of Dharavi will be undertaken under provisions of 33(9)(A) and
33(10)(A) of the Development Control and Promotion Regulations for Greater Mumbai, 2034 (DCPR 2034)
Ans. All eligible tenements will be rehabilitated within Dharavi Notified Area.
Ans. The area provided would differ on whether the tenement is a residential tenement
or commercial tenement.
- Residential:
- All eligible residential hutment dwellers would be provided with a home of 350 sqft carpet area free of any charges
- Commercial:
- Hutments with existing areas up to 250 sqft would receive actual area subject to maximum upto 225 sqft.
- Tenements above 250 sqft area would receive 225 sqft free of cost. They would receive areas above 250 sqft basis a telescopic reduction method and at cost of construction determined by Government of Maharashtra.
- Commercial

Ans. All upper floor hutments and those which came into existence post 1st January 2011
are ineligible. Such residential hutments are entitled to get a home admeasuring 300 sq ft carpet area
outside Dharavi under the state government’s affordable Rental Housing (AHRU) Policy with an option of
hire-purchase.
