A master plan for the entire Daravi Notified Area serves as a long-term plan that provides a guideline for the development of Dharavi in line with the vision. The plan has been developed following a thorough review of development regulations, interaction with preliminary stakeholders, surveys, an understanding of the existing developments and considering the economic aspirations of the residents.
The master plan provides a detailed analysis of the urban context, development framework, and proposals for the development of Dharavi’s economy, housing, transportation, physical infrastructure, and social infrastructure in an integrated manner. The re-development of Dharavi aims to build on its strong cultural and human resources and provide the residents with a better quality of life and environment through the provision of good quality housing with access to social amenities, healthcare, and educational facilities. Emphasis has been placed on creating a plan where the rehabilitation developments are integrated within the overall context and all residents have easy and equitable access to their livelihood, public amenities, and open spaces.

Create mixed use neighborhoods that preserve Dharavi’s unique live-work eco-system. - Foster Long Term Economic Empowerment of Dharavi’s Residents
Integrate facilities for industries and commercial units and strategically locate them to maximize their potential by providing easy access to the city. - Design a Vibrant Human-Scale District
The built form and streets are planned to create neighborhoods with a fine urban character that encourage walking, non-motorized transport (NMT ) use and is physically and visually human centric. - Public Spaces
Create a programmed and active public space that will not only serve the recreation needs of the residents. - Transit Oriented Development
Around the mass transit stations, high-density mixed-use districts will be planned. Further, the streets will be oriented to facilitate easy walking and NMT access to the mass transit stations. - Smart city and sustainable development
Integrate nature and green spaces with public spaces and streets will be planted with local flora that will ensure the public realm is well shaded and serve as a habitat for birds and other local fauna. Create climate resilient neighborhoods by augmenting the natural & built systems including the nalas, eco-sensitive areas and civic infrastructure to minimize the climate change impact. Use of technology to drive better access and efficiency of the resource.
